SUMMARY:Updating California's Essential Health Benefits Webinar
DESCRIPTION:Call Summary\nCPEHN Senior Policy Director\, Cary Sanders highlighted recent changes to a federal rule that will advance health equity by making it easier for states to add additional benefits to private insurance such as dental care\, doula/CHWPR/peer services and durable medical equipment (e.g. wheelchairs\, hearing aids) as part of the state’s Essential Health Benefits/benchmark plan. \nCommunity Catalyst Policy Director\, Colin Reusch\, provided additional details on the federal rule change and timeline for updating state EHBs/benchmark plans. Reusch also highlighted a recently released report and survey by Community Catalyst which shows there is broad national\, bipartisan support (83%) for adding adult dental as an EHB. \nDMHC Director\, Mary Watanabe shared details on California’s joint public process with the Administration and Legislature for updating the state’s EHBs. The state must submit its proposed changes to the U.S. Health and Human Services Agency\, by May 2025 in order for the changes to go into effect in 2027. DESCRIPTION:ZOOM PRESS CONFERENCE \nREGISTER HERE \nIn the 2025- 2026 May Budget Revision\, Governor Gavin Newsom proposed eliminating the In-Home Supportive Services (IHSS) benefit for seniors and disabled undocumented immigrants. This critical program serves thousands of Californians and would be taking away services for some of the state’s most needy based solely on immigration status\, a move that the California Pan-Ethnic Health Network (CPEHN) and other health and disability rights groups strongly oppose. \n“These services allow seniors and people with disabilities to meet their basic needs at home\, rather than be institutionalized or suffer without care\,” said Kiran Savage-Sangwan\, Executive Director of CPEHN. “Farmworkers\, construction workers\, and other essential undocumented workers built\, fed\, and supported California for decades. We cannot turn our backs on them now.” \nWe believe it is unacceptable to balance the state’s budget on the backs of the poorest and most vulnerable Californians.
