Press Conference: Governor Newsom’s Proposal to Eliminate In-Home Support Services (IHSS) for Seniors and Disabled Undocumented Immigrants

In the 2025- 2026 May Budget Revision, Governor Gavin Newsom proposed eliminating the In-Home Supportive Services (IHSS) benefit for seniors and disabled undocumented immigrants. This critical program serves thousands of Californians and would be taking away services for some of the state’s most needy based solely on immigration status, a move that the California Pan-Ethnic Health Network (CPEHN) and other health and disability rights groups strongly oppose.

“These services allow seniors and people with disabilities to meet their basic needs at home, rather than be institutionalized or suffer without care,” said Kiran Savage-Sangwan, Executive Director of CPEHN. “Farmworkers, construction workers, and other essential undocumented workers built, fed, and supported California for decades. We cannot turn our backs on them now.”

We believe it is unacceptable to balance the state’s budget on the backs of the poorest and most vulnerable Californians. Rather than eliminating programs that impact the state’s poorest residents, we urge the Legislature to consider more progressive solutions to ensure we have the resources of all Californians.

We want to give journalists and members of the public a chance to hear stories from impacted families and speak with experts and advocates about what the loss of the IHSS program for undocumented Californians could mean for communities of color in California.
